Diplomatic Immunity: Rabat and Washington Sign Consolidation Agreement

A bilateral agreement on the consolidation of diplomatic privileges and immunity was signed on Tuesday by Morocco and the United States in a videoconference. The agreement was signed by David Fischer, U.S. ambassador to Rabat, and Anas Khales, ambassador, director of protocol at the Ministry of Foreign Affairs, African Cooperation and Moroccans residing abroad. It aims to ensure the effective functioning of the diplomatic representations of both parties.

The agreement thus stipulates that each party grants the consular officials of the other party, as well as their families, the privileges and immunity established in articles 29 to 36 of the Vienna Convention on Diplomatic Relations. In a videoconference interview shortly before the signing of the agreement, the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, and U.S. Secretary of State Mike Pompeo welcomed the long-standing and ongoing strategic partnership between the Kingdom of Morocco and the United States of America. Mr. Pompeo took this opportunity to thank Morocco for its public health work for the benefit of the African continent, particularly in light of the COVID-19 pandemic.

Mr. Pompeo also expressed appreciation for the ambitious and far-reaching reform program that His Majesty King Mohammed VI has implemented since his accession to the throne.

During the meeting, Mr. Pampeo also expressed his interest in Morocco’s positions on the Libyan crisis and commended Morocco’s efforts in the ongoing collective fight against terrorism.

This agreement is a continuation of the long-standing ties that unite Morocco and the United States, marked by a common vision of peace, tolerance, coexistence, and a fight against all forms of extremism and terrorism. It strengthens the bilateral relationship between Rabat and Washington, and reinforces the willingness of both countries to work together to address the various challenges of the 21st century and to promote the security, stability, and prosperity of both peoples.
