The UN General Assembly Adopts a New Resolution on the Question of Moroccan Sahara

The UN General Assembly adopted, without a vote, a resolution approved by the Fourth Committee last November. This renews the affirmation of support for the political approach under the aegis of the United Nations to resolve the regional conflict of the Moroccan Sahara.

The resolution calls on all parties to cooperate fully with the Secretary-General in order to achieve a political solution to this regional conflict. Therefore, it supports the political approach based on the Security Council resolutions adopted since 2007. The aim is to achieve a “just, permanent and acceptable political solution by all parties” for the issue of Moroccan Sahara.

The resolution welcomes the efforts made in this direction, and calls on all parties to full cooperation among themselves and with the Secretary-General, in order to achieve a “political solution acceptable to the parties.”

This resolution, like previous resolutions and those adopted by the Security Council for two decades, did not mention the referendum, which was buried by the UN Secretary General, the General Assembly and the UN Security Council.

The General Assembly also welcomed the commitment of the parties to pursue their political will and work in an atmosphere of discussion, in the light of the efforts made and the developments that have taken place since 2006. It also affirmed the implementation of the Security Council resolutions adopted since 2007.

In this sense, the resolution expresses the General Assembly’s support for the decisions of the Security Council adopted since 2007. It underlines the high level of the initiative proposed by Morocco and welcomed by the executive body and the international community, being a serious and credible initiative to resolve this regional conflict definitively within the framework of the total sovereignty and territorial unity of the Kingdom.

The resolution supports the recommendations of the two resolutions 2440 and 2468 adopted respectively by the Security Council in October 2018 and April 2019. It also gives concrete form to resolutions 2494 adopted on October 30, 2018 and 2548 adopted on October 30, 2020, determining the criteria for resolving the regional conflict over the Moroccan Sahara. This includes a political, realistic, practical, permanent and permanent solution based on the spirit of compromise.

It should be recalled that resolutions 2440, 2468, 2494, 2548 have given concrete expression to the round tables and determined, once again, the role of Algeria in this conflict, mentioning it, like Morocco, 5 times.

The Security Council resolutions welcomed these measures and initiatives undertaken by Morocco to strengthen and protect human rights in its southern provinces. They also welcomed the role of the commissions of the National Council for Human Rights in Laâyoun and Dakhla and Morocco’s interaction with the organs of the United Nations Human Rights Council.

She also reiterated the call for the UN executive body to register and census the inhabitants of the Tindouf camps, and to make the necessary efforts to achieve this goal.

It should also be noted that resolutions 2414 (April 2018), 2440, 2468, 2494, 2548 ordered the polisario to respect the ceasefire and military agreements and to refrain from any action aimed at disrupting the region.
