Presented by the Minister of the Interior, Abdelwafi Laftit, this decree was prepared by the Ministry of the Interior in consultation with the ministerial sectors concerned. It determines the provinces where the cultivation of cannabis, its production and the establishment and operation of its nurseries will be authorised. The decree announces that, in addition to the provinces of Al Hoceima, Chefchaouen and Taounat, other provinces may be added, depending on the influx of national and international investors in activities related to the production of Cannabis.
As part of the encouragement of investment in this sector, the decree provides the means to accompany applicants for permits and simplification of administrative procedures.
Moreover, in order to avoid any illicit use of Indian hemp, this law recommends that those with permits be obliged to present monthly reports on the inputs and outputs of Cannabis, as well as an annual physical inventory of this plant and its products.
