Tourist guides: what will change in Morocco

The Council of Government, meeting this Thursday under the chairmanship of the Head of Government, Aziz Akhannouch, approved the draft law No. 19-22 amending the law No. 05-12 on the organization of the profession of tourist guide and this, in the context of continuing regulatory reform related to this profession.

Presented by the Minister of Tourism, Handicrafts and Social Economy, Fatim-Zahra Ammor, this bill comes in application of the Royal High Directions aimed at creating employment opportunities for young people and the integration of people operating in the informal sector, said the Minister Delegate in charge of Relations with Parliament, Government Spokesman, Mustapha Baitas, at a press briefing after the Council of Government.

This project aims to repeal the provisions of the second paragraph of Article 31 of Law No. 05.12, to allow the extension, until March 7, 2024, of the transitional period to regularize the situation of persons with field skills without the requirement of training from 2 years to 8 years, provided by law, so that the administration can organize the professional examination in the best conditions, while taking into account the issues related to the profession and the gradual resumption of tourism activity in the Kingdom, explained Baitas.

And to continue that the previous deadline of March 7, 2022, was extended by Law No. 93.18, amending Law No. 05.12, from two to six years, except that the health crisis and its consequences on the tourism sector in general and the profession of tourist guides in particular have prevented the establishment of conditions conducive to the organization of the operation of regularization of the situation of the persons concerned

The Minister also said that the supervisory department had previously organized, during the first transitional period of two years, expired March 7, 2018, a professional examination that resulted in the issuance of 1,108 accreditations for the exercise of the profession of tourist guide in favor of 905 guides of cities and tourist areas, and 203 guides in natural areas.
