The associative sector watched by Moroccan Cour des Comptes

The recent circular, dated Friday, August 12, 2022, of the Head of Government Aziz Akhannouch, sets out a whole range of commitments to which associations must submit, in application of the principles of transparency and good governance. Thus, the associations which, in the past, enjoyed better fortunes thanks to public funding which the State made available to them through local authorities or public institutions, establishments or companies, must now keep accounts in accordance with the rules in force.

The circular also states that the public aid or donation must be recorded and signed between the beneficiary associations and the donor party. It will be determined the nature of the activity or project of the association that will have the funding, as well as its compliance with the main objectives of the association, as stipulated in the statutes. In addition, the associations are obliged to keep accounts and to draw up annual accounts relating to the use of public aid and to submit them to the Court of Auditors before mid-March of the following year.
