Casablanca: Almost 40 billion dirhams to modernize the white city

137 is the number of projects defined in the new Municipal Action Plan, less costly than the PAC 2016-2022 and more realistic, this program gives pride of place to the environment and infrastructure, with an overall budget amounting to 39.74 billion dirhams.   
 The implementation of this program will be divided into three phases, the first includes the launch of 53 large-scale projects spread over the year 2023, for a budget of 3.22 billion dirhams. 61 other additional projects under the jurisdiction of the municipality, are scheduled between 2024 and 2025, with a budget of 16.1 MMDH. The third and final phase, which is spread over a period of three years (2026-2027-2028) includes 23 projects for a budget of 20.425 million dirhams.   
 The City Council of the White City should mobilize nearly 40 billion dirhams for the realization of these projects, of which 10.5 billion dirhams, or 27% of the overall budget, are funded by the municipality. With a commitment to improve its annual income by 10% and an additional loan of 4.5 billion dirhams, the municipality plans to mobilize a total of 5.6 billion dirhams over 3 years and 11.9 billion dirhams over 6 years.

   Officials intend to make Casablanca a modern city with a solid, high-level infrastructure. To achieve this, a budget of 36.5 billion dirhams will be mobilized to carry out a series of projects focusing in particular on strengthening the water and electricity infrastructure, transport and economic facilities.   
 The said projects are divided into three categories, 65% relate to proximity projects aimed at improving the services provided to citizens, 26% relate to transformation projects intended to strengthen the mechanisms of intervention on all levels, and 10% relate to metropolitan projects to promote the position of Casablanca as an international city and economic capital.   
 It should be noted that this is only a preliminary version of the program; the permanent commission in charge of the municipality’s budget will examine and vote on it this Tuesday, February 28, before it is definitively ratified at an extraordinary session of the City Council, scheduled for next March.

With a view to improving the position of the White City on a global scale, the Action Plan (2023-2028) includes two programs dedicated to this objective, with a budget of 83 million dirhams, including 80 million dirhams mobilized for the improvement of Casablanca’s urban identity and 3 million dirhams to strengthen the international cooperation system.

 To this end, it is planned to conclude at least two twinning agreements or conventions per year with other cities internationally and to provide training and support for the municipality’s officials.
