Anti-Coronavirus Fund: The Decree of Creation Is Published

The government published on Tuesday the decree establishing the Special Fund dedicated to the management of the pandemic of the new Coronavirus (Covid-19), indicates a press release from the head of government.

“In execution of the High Instructions that HM King Mohammed VI gave to the government concerning the immediate establishment of a special fund dedicated to the management and fight against the pandemic of the Coronavirus (Covid-19), the government proceeded, on the basis of these High Royal Instructions, and in accordance with the provisions of the organic law n°130-13 relating to the finance law, of Article 29 of the Finance Act 2020, and Article 25 of Decree No. 2-15-426 on the preparation and implementation of finance acts, the creation of a dedicated account entitled “Special Fund for the management of the Coronavirus Pandemic (Covid-19)”, the press release said.

This fund was established by virtue of Decree No. 2.20.269 published in the Official Gazette on Tuesday 22 Rajab 1441 (17 March 2020), after being approved by an extraordinary council of the government on 16 March 2020, the same source said, noting that the two committees in charge of finance in Parliament were also informed of the establishment of this fund, namely the Finance and Economic Development Committee in the House of Representatives and the Finance, Planning and Economic Development Committee in the House of Councilors, in accordance with the legal provisions.

With a budget of 10 billion dirhams, this Fund is set aside, essentially to cover the expenses of upgrading the medical system, in terms of adapted infrastructures and additional means to be acquired urgently, the statement continued, adding that this Fund will also be dedicated to supporting the national economy through support to the sectors most affected by the impact of Covid-19, job protection and mitigation of the social impacts of this pandemic.

The Government Council also approved a decree creating a regulatory framework allowing for greater flexibility in the implementation of expenditure ordered by the Minister of Health, given the exceptional nature of this international epidemic.

These procedures are part of the urgent measures to be implemented to deal with the repercussions of the Covid-19 epidemic, and the precautionary and preventive measures put in place by the Kingdom to preserve the safety and security of citizens, the statement said, affirming that the government and all relevant authorities remain mobilized to monitor the evolution of this epidemic in Morocco and take the necessary decisions.
